It was built in 1937 at 3\/8 scale to test performance before a full-size aircraft was built. In its final configuration the plane carried one pilot. A major goal of tests with the Tadpole Clipper was evaluating the aircraft&#8217;s sea handling qualities. Also, a limited number of test flights were conducted. The tests resulted in multiple changes for the full-scale design, including changes to the hull design.
